Sounds like you're talking about Surewest telephone company in R
This is exactly how Surewest Communications mismanages passwords for everything from email accounts to online access. As example, when I want to change password on my email acount, I ahve to call and tell the new password to a human, who then makes the change. And this is a COMMUNICATIONS company (offering telephone, cable and internet access!!!!) Simply awful!!
