The certs are only as good as the skill and experience of the person obtaining the specific certification. I know and worked with a whole bunch of certified "IT Experts" who couldn't do the job to save their miserable life. However, they can memorize and take a test - only to get a boost in pay!
It's about time people are discouraged from getting certified for $$$'s.
Hopefully the testing fees will drop as well - they've been getting out of hand.

Pay increase is not the only measure of value
It seems to me that if one looks for a Cisco, SUN, Oracle or Microsoft oriented job, that the certification may not increase your pay, but you also wont get the job without it. The laundry list of skills most mid - to - advanced IT positions require almost always require one or more certifications. Just hit Monster, Dice or someone similar to prove that fact. Just how many Java, Oracle, Cisco, VoIP, BI, security experts are really out there? Maybe the shortage of IT workers is partially due to trying to collapse three positions into one????

If you want to "discourage people from getting certified for $$$'s", dropping the testing fees is not the way to go about it. In fact, that will only encourge people to get certified for little to no reason.
