Excellent review, but the evidence does not suggest that offshoring is nonexistent or unimportant--simply that it is not as massive as it is sometimes portrayed. Also, while it is nice to be credited with doing all the research, I mostly compiled work that others have done.
One thing that I found most interesting when looking at offshoring is that inshoring--bringing IT jobs into the United States and Western Europe--may be larger than offshoring. Our high-end IT services companies are using the same communication technology that offshoring companies are using to go after business in the outside world. And they seem to be doing very well. The best data comes from the Netherlands where a detailed study found that inshoring did indeed exceed offshoring. The net effect of other-shoring is likely to be a premium on higher-end skills. We need to train our students better, and to keep our lead, we will need to keep important great foreign workers as well.

Your article sounds like it was written more by a spin-doctor than a reporter. And of course the effects are minimal, unless you are one of the ITers who have lost their job.
There is still not enough information around to know the real impact, and I believe it will not be measured accurately for years. Companies may be saving money in the short term, but the loss of business knowledge and expertise, as well as reduction in internal support will indirectly impact their ability to support their customers in the same manner as previously. This will lead to more customer satisfaction and eventual loss of business as well.

Look, either way you slice it, off-shoring ANY job is bad for the U.S. economy in the long run. Sure, the people at the top get more because labor is cheaper. But what good does it do you when everyone else is out of a job and nobody is buying your products because they can't afford them?
Quite frankly, U.S. companies should not be allowed to off-shore work. Our government needs to do something useful and pass laws to keep them from doing it.
