It pains me to know that the FAA is so imcompetent that they are unable to properly design a resilient network, assuming that this was actually a "network" issue. ;-)
Network Sounds Resilient to Me
The reports I heard said that the Georgia facility correctly failed over to the Utah facility and the delays were due to the increased workload being processed by the Utah staff. They absorbed a failure and continued to operate. It sounds like the FAA had an effective COOP (Continuity of Operations Plan) to me.
